After rollback from v9.4.0 to v8.13.9 , the error message "Jira Software is currently unavailable. This might be because an upgrade task has failed to run or has not yet completed." is displayed on the top of the page.
By roll back you mean that you restored latest backup on v8.13.9 ?

Could you tell us what you did to "roll back"?
"With its backup" does not tell us anything about what you did to roll-back. Restored what backups? Install files? Database? Home directory files? Entire server?
