"Has Site Access" How does someone get that and more?

I'm cleaning out Users and I noticed that many - maybe all users of a company we recently acquired, have the "Has access on site" activated. They do not have any Products activated and they are not assigned to any of the Okta (SSO) Groups that we use to provide access.

Now I understand that a user can be given access outside an SSO solution - as long as their domain is not registered in Atlassian (which would force them to go through Okta in this case). 

In this case - this new company has not had their domain registered so technically they can access. However my question is, how do all the users get access on the same date? Does someone actually have to add them or what?

Secondly, we keep getting many users with gmail, hotmail, sbcglobal and other public accounts that we do not want. Is there anyway to prevent these domains from accessing (whitelist)?

You can limit access to certain domains here >Xnip2021-05-11_13-57-46.png

This will limit who can again site access to the domains you wish to allow.

Currently I have the "Don't approve any domain" activated - so I guess I am confused more now.

I think this is the default when using DNS approved Domains - which we are.
