First of all, the QA Estimate field must be on the screen associated with the issue types you use in your project. That may already be the case, as from your second screenshot it appears to be on 33 screens already.
Just to be sure though: in your project navigate to project settings, screens check the different screens listed there and make sure the QA Estimate field is on them.
Unfortunately, that is just a step to make the field available in your project. In addition, you have to make sure it is also properly listed in the issue layout. You will find that too in project settings > issue layout or by hitting the configure button you see on your first screenshot.
Then, it is a matter of dragging your fields in the correct section. There is a good and short instruction video on this page.
