I can sign into the mailbox with the password. When I test the connection it works, but mail is not flowing from the mailbox into jira to create tickets. Outgoing mail is working correctly.

Can you show us what your Jira Mail Handler looks like as well that you set up?
Through that page you can also run a test to see why it might not be creating that issue so please feel free to send us the results of that as well.
