Use it when you want to debug if jira is posting to webhook.
you can then disable it when not required.
Except for writing logs entry into atlassian-jira.log file, it won't cause any trouble.
Being JIRA admin we follow it as a good practice so that log entries are not flooded with webhook debug/error/warn messages.
