I installed JIRA in Droplets on DigitalOcean in Ubuntu where memory=512MB. Installation is ok. but when going to use JIRA face some problem.
1) it very slow to use, even sometime, page not come
2) when create a task and assign to someone, no mail send to him though i configure outgoing mail server. and when i click on "test mail"..i receive mail. but syste not generate mail after create issue.
3) when login JIRA...a pop-up will come and show

The base url error indicates that Jira cannot reach itself when it tests with the base url you have configured.
Check that you have entered the correct one under admin -> general configuration. If you have, then you have a network error, it is set up incorrectly (this is likely to be the problem with the speed and probably the mail as well)

Try nslookup and tracert commands to see how your server is resolving and routing to itself.

That's not a trace from the server. You need to be asking the server what route it traces to itself.
Also, perform the nslookup on the base url, again from the server, not an ip address from your client.

There is no Jira running on that base url. So your base url is set incorrectly in the application and you need to change it to the url over which you connect to Jira.

Ok, that's all correct.
I think we need a look at the log file to see what errors are coming back when it performs the check.
Also, is there a proxy involved? Is that set up correctly?
