Go to settings > user management > groups as a site admin. 

Here you can manage the user groups.

Hi @Fatima Khan , thanks for your question. You have to create groups in Jira at the organization / site level, where the users and products are managed. If you have this permission, you can go to admin.atlassian.com and set up the group. Otherwise, you will need to ask someone who does to help.
