You can buy directly from Atlassian's website - what have you tried to do so far that makes you think you need contact details?  (Although, if you really do need them, sales@atlassian.com will be happy to walk you through the website and answer questions if you're unsure)

You can get the quotes and invoices by creating an account and using the evaluation licence options.  The evaluation licences can help you test JIRA is good for you and then be converted into real licences if you decide to go with them.
