With out Jira service management how does approvals in workflow work?

Hello, 

We do not have Jira service management however we need to get approvals for UAT from business folks who do not have Jira access and will not have Jira access is there still a way to automatic there approvals thru emails or in the workflow? what options are given?

Indeed possible to create approval system without JSM, you can modify your workflow to have an approval stage and allow only specific people to make a transition (approve or reject). You might need an app like JSU or similar to add advanced workflow conditions.
