Are you using team-managed or company managed projects?
A screenshot would be really helpful.
If it's a company-managed project you'll need to add a status in the workflow to get a new column.

From your query, I'm assuming you are referring to adding a column to either a Kanban or Scrum board.
If yes, you must have the board settings permissions. Go to Board settings>> Click column section>> you will see "add column". Screen shot below:
