Why are our issues and boards missing after an import from Jira Cloud?

I just imported everything from one Jira Cloud to our new Jira Cloud account. All of the users, workflows, settings, etc imported perfectly. However, all of our projects have the issues and boards missing. Releases imported correctly, except for the fact that all of the issues are missing. Any ideas of what went wrong and how to fix it?
