Why are agile simplified workflows "unassigned types" for projects?

I'm trying to fix a workflow problem and came across what seems odd to me. My projects each have Jira simplified workflows associated with them, but the workflow has not been assigned. What is workflow assignment and is it correct that the Jira simplified workflow should not be assigned for projects I am managing using SCRUM boards?

If you are using Jira 6.1 then the new default for simplified workflows is unassigned. This can be changed though.
