I deactivated/revoked the access of a user's account on 30th October 2020. But that user can login to Jira account without granting the permission to access her account.
@Ankit Yadav Revoked user can login (but will not be counted against license) and see resources that are open to access by all user.
To remove user completely please use "Remove user" option.

Deactivating a user for Jira only deactivates that "product". But the user is actually set up at a level above the products level - the Atlassian level more or less.
So you will need to Deactivate the account itself. If it is a Managed Account, click on the Directory link in the top navigation bar. Then search for the user. Then click the Deactivate account button.
