Who can delete a Jira ticket?

What permissions does a user need to be able to delete a Jira Ticket?

Hi @Yisroel New  - Welcome to the Atlassian Community!

You must have Delete Issue permissions in the Permission Scheme attached to the project. 

But just a note - it's not a good idea to delete issues as a part of your policy and should only be done in extreme cases. It's better to incorporate other statuses such as Aborted or Discarded if they are not Done. That way nothing gets accidently deleted.
