Where is list of 'automatic' groups to subscribe new users?

I want to review and change the groups that a new user is automatically added to when they are created.   Using Atlassian Cloud; are licensing Service Desk, Confluence, and Software...

At one point I saw a dialog box with the group names in it, where groups could be added  or removed, but now I can't find it...
