When changing icons for priorities it is hard to find the location you need to go to.

The text should be adjusted to this, so that Atlassian Admin Users can easily navigate to the 'Image' directory not, just tell them under the image directory in JIRA web application.  I know this might seem trivial, but I waste like 30 mins every upgrade with this.

The URL being referenced on that webpage is the URL to view it in the browser not to view the location on the server.  I think making this more accessible is a good recommendation though.  You can make a product suggestion here: https://jira.atlassian.com/secure/Dashboard.jspa
