When I delete a project, it is moved to the trash, then I want to start a project with the same name

Welcome to the Atlassian community!
If you are using Jira Cloud and you have sufficient permissions you can navigate to this page (substitute in your Jira URL):
https://<yourJiraURL>/jira/settings/projects/manage
You will find an option for Trash on the left. There you will find a list of projects in the Trash bin with an option to permanently delete them immediately.
