What is the impact of changing global Date/Time format in Jira?

Jira version: 8.5.3

I am looking into changing the date/time picker format in our data center instance to make Jira align better with other tools that use the standard date format as their default (ISO 8601).  

I know this doesn't affect how the data is stored in the database, but what sort of user or system impact is expected if any?  Are there any plugin compatibility issues to consider for example?

I have never heard of any issues from changing the date time picker format.  My understanding is that it is only changing the way it is displayed to the user.  Atlassian's documentation does not have any warnings or specific call outs about any issues you might have.  If you have concerns I would suggest doing it in a test/stage environment first.
