What is the best way to recompile JSP ?

In 2015, I raised a question : How to add or modify JSP with JIRA 7.

Different answers, but not really useful.

After some search, I found :

But not really a detail "How to" procedure !

For security reason, I need to modify the edit-share-type.jsp file, in order to remove Global/Everyone (as decribed in https://community.atlassian.com/t5/Answers-Developer-Questions/Remove-Share-with-Everyone-Option-on-Filters/qaq-p/534513 or https://confluence.atlassian.com/jirakb/how-to-remove-the-everyone-share-option-from-filters-301663662.html)

But I found no way to force the recompilation.

Must I do this precompilation in a Dev. environment, with all JSP available ?
