From the above link: "Cloud products renewing monthly are priced based on the exact number of users licensed. This means that any change to the number of users will affect the renewal pricing for the product in question.
Cloud/Data Center products renewing annually are priced based on a distinct user tier, which allows flexibility within a pre-determined user threshold. For example, a 500-user Confluence Cloud subscription allows you to license any number of users up to 500 total without affecting your overall renewal price"
Take a look at Atlassian's Jira pricing tool where you can enter your number of users and select monthly/annual billing and you can see what the difference might be. This also shows the storage limit for each type of subscription - each Jira plan comes with a set amount of storage. Currently, the only way to increase your storage is to upgrade your plan.
