What happened to the Create button

Ok, I know that I am not very educated on Jira, but this new update got rid of the Create button for making new issues in a Sprint.

Yes, I see the little Create Issue now at the bottom of the Sprints, but it does not work the same way. It only lets you create the subject of the issue then assigns it to a random person. You then have to open the issue, change who it is assigned to, and then fill in the details. How is this an improvement?

Is there a way to create an issue, like before, where you fill out the entire issue and assign before it is actually created?
