We want to send email to Service Desk Customer for bug or problem bulletin with Jira Service Desk. But in service desk portal, the customers don't see our created bug or problem issues and the system don't send email for bulletin. we want to send email when we have a bug or problem in our system.

Do you mean you want to send a message to all your Service Desk customers in case there is an issue on your system?
Besides adding an announcement to your Service Desk (in the case that it's still online), you would otherwise have to create a mailing list from your list of JSD Customers and mail them manually.
There's a way to send email to Jira users but it will not include the Customers list. We do have a feature request to be able to do this in Service Desk but it hasn't picked up a lot of steam:
