Viewing Setting for the Roadmap Page is very limited

I am relatively new to Jira. I am wondering if I can sort my Epics by their start date. Some sources suggested that I should be able to via the Settings section, but I cannot seem to have the right configuration.

Hi @Layla Ma -- Welcome to the Atlassian Community!

I believe that is only an option under the advanced roadmaps with Jira Premium or Enterprise license levels: https://support.atlassian.com/jira-software-cloud/docs/create-different-views-of-your-advanced-roadmaps-plan/

For basic roadmaps with the Free or Standard license level, I believe the roadmap sort order matches your board filter.  For example, project = myProjectName ORDER BY Rank ASC

Have you tried selecting the Epics in the plan and then clicking on the Start Date to sort by the date?
