I am looking for a way to organize a nextgen project permissions the way when no one can see anything in it but can create issues and view/watch those. Doable?
Option two would be - allow anyone to create issues in a project, but not let them see any issues in a project.
Anything of that possible?

No, that is not possible to have that level of detail with permissions in Next-gen projects. You can do that with Classic Software or Business projects, but not with Next-gen.

This can be achieved using Issue Security, but this is not available in Next-Gen
There is a suggestion for this which you can vote for / follow - see JSWCLOUD-18843
To achieve this at present, you'll need to utilise a Classic Project
