Hello,
We've had this issue happen repeatedly.
We work with 4 columns: "to do", "in progress", "in review", "Done".
The dev team continually moves forward the User Story's without having worked on all of the sub tasks that are still pending.
I am trying to find a way to automate this process by requesting the following:
Has anyone encountered this before? Can it be automated in Jira; maybe even reduced to a simpler automation task?

You can achieve this using a sub-task blocking condition in your workflow conditions section see below:
You can then set what status the sub-task must be in for the user to be able to move to the next status see:
I have the add-on scriptrunner installed on my instance and though I doubt it provides this feature, it would be good to check if you have the same condition I highlighted in the first image.
