We have multiple projects across our network, however we want each department to have one admin for their own project. We currently have permissions set so one person has full project admin however they do not have permission to edit the workflows/fields for their own project.
Is it possible to give admin access to the workflows associated with their projects workflow scheme?

We only want them to be able to modify their workflows and field for their own project. We dont have shared scemes, we keep everything separate so as not to cross between projects.
Based on this is there any amendments we can make to the user?
It's not the user, it's the type of project that would have to change. It needs to be created as a Next Gen project for them to be able to do that.
See this guidance for migrating your existing one(s) if that is the route you want to go. You might want to create a test Next Gen project first to get a feel for how that would work to change the workflow as a project administrator.

That's one of the main purposes of the new Next Gen projects - to allow individual teams to control/change their own workflow.
However, you lose the ability to have a common scheme across your organization - in other works, a single workflow scheme could not be used by multiple projects.
So, the only way for a person to be able to modify the workflow for a shared scheme (i.e. classic projects) is to make them a full system administrator.
