Is it possible for a potential client to securely upload files into my JIRFA without giving them an account?

You can change the permission of the project to accept uploads from anonymous users. That would mean users can see an issue anonymously and upload files to it. However, that might not be a good idea considering that it might pose a security concern generally. You can alternatively, create a microservice that can accept files and scan the file to make sure it's safe then an automated user account is used within this microservice to upload the file securely to Jira.
