Unknown admin - How do I transfer admin access to Jira Cloud?

I've been trying to use Jira Cloud free and Jira Confluence free. When I created an account, the organization already existed, with a test dashboard from 2 years ago and created by an user that is no longer with the company. I can create a project Dashboard but I can't use any features that require admin access, for instance enabling Confluence free.

I have already tried the instructions on 
this page - I have gained access to the suposed email account, but the user doesn't have admin rights either and also gets the message "You do not have access to Jira settings or Atlassian admin, contact your Jira Admin to grant you access."

I have also contacted the previous admin to check if he had used a public email account such as Gmail and we did some tests but he didn't receive any message.

How can I promote one of our active accounts as admin?

Have you tried using the user's old account to access https://admin.atlassian.com/ and see if you can change user settings from here?

I believe that you still might not have located the correct email address of that email account that is the site-admin here.  I created a support ticket to try to help more here in https://getsupport.atlassian.com/servicedesk/customer/portal/23/JST-924231
