Unable to turn off private on a filter

I am unable to add access to other groups or projects and save a filter as other than private. Meaning my other users can't see the correct tasks or the backlog. 

I can select the project I want to access the filter, add it, can click save, but it doesn't save. Nothing happens. My developers are also getting the same issue. 

Any advice most appreciated!

Just to make sure that we are on the same page, I would like to confirm if you are trying to edit the privacy of the board filter.

Does it happen when you click on “Edit filter shares” on the board settings?

Would it be possible to send us a screenshot of the page? Also, open the developer tools on your browser while saving the filter to check if it shows any error.
