The "delete" option is not available next to an unused screen.
I can create a brand new screen (not connected to anything) and the delete option still does not show up.

Submitted a task with support. It turns out when I imported a workflow in xml format it had a screen number that didn't exist. After deleting the workflow I was able to delete screens.
That release of Jira onlly shows you a delete button when the screen is not used in any screen schemes or workflows, even inactive ones. Have you removed it from everywhere?

Yes, even a brand new screen that I created as a test does not have the delete button.
