Can you please check if there is any error in the Tempo Timesheets information in JIRA Administration, Manage apps, select Manage apps in the sidebar and expand the Tempo Timesheets part. Is the version you are using compatible with your JIRA version or is there any message about a mismatch of the license, ...
In case there is no error displayed there, can you please create a ticket in our Tempo Support channel, https://tempo-io.atlassian.net/servicedesk/customer/portal/6.
Information about the JIRA version and versions of Tempo Timesheets and all Tempo System plugins can be helpful.
