Suppress JIRA Agile functionality

Hi,

is it possible to suppress/allow Agile-functionality like creating boards to specific users/groups.

The most of our users must not have the ability to create SCRUM- or KANBAN-boards.

As this has been discussed before in here, https://answers.atlassian.com/questions/250949/change-greenhopper-create-board-permissionwhich you can change the group on Create Shared Objects global permission.
