You can do that either with Jira Automation, or via the workflow. The easiest way would be to create a jira automation rule:
The above rule will send an email with a specific body to senders of your choice. However keep in mind that based on your notification scheme, some people might receive notification when an issue is updated. Did you check on that and see who is going to receive that?

Hi, did you try this out? I tried using JQL however was not able to find Start Date in the parameters.
