If this is still happening for you, I'd suggest reporting it as a bug.

Since Atlassian is continually rolling out changes and fixes to cloud customers, they sometimes will have brief glitches (a known side-effect of our continuous deployment era).

You might also want to bookmark the Atlassian Status Page to watch for actual outages.
