Somehow "Atlassian Jira is starting up" progress bar is disappears

Could someone please help with the issue - I can't find the way how I can show the progress bar when the Jira is starting up.
I tried to remove all plugins and install UPM (Atlassian Universal Plugin Manager) from the marketplace, but nothing changed.

I see it sometimes. Just need to time it right to see it. Usually, it won't show up right away until certain services starts up. When I do actually check back, I would see the login dashboard come up. 

If this is impacting your service from starting up entirely, would check the logs to investigate why.
