Show the popup if Original Estimate is bearched

Is there any option to show the popup with call to action if the user has exceeded the limit of hours added to the original estimate?

No, there's no functionality to interrupt people working on something else in Jira.

You can report on it (a simple filter for issues where things go over is the base of that), displaying it in reports and on dashboards, and you can subscribe people to a regular email list of everything that has gone over.
