Set expected isolation level on MS SQL

I have used the solution, but no responding from 

ALTER DATABASE [JIRA-DATABASE] SET READ_COMMITTED_SNAPSHOT ON;

so my  is_read_committed_snapshot  is still false(0)

Please advise.

Did you stop Jira before doing it, and make sure your database client was the only user active with it?

What was the output or response when you ran the SQL to set the flag?

yes, I did stop, but I did have more than one client linked to that database, perhaps that's the trouble maker. Good reminder. :-)

clean-up done, then responding very fast.
