Send / receive emails with JIRA

Could you point a recommended Jira Software server plugin that can take an email (with a given template) and convert it to a JIRA issue ?

and another use case - send email notifications right after certain events occurred in JIRA . Do we need a plugin here or it's provided by Jira server itself?

1) Outlook for JIRA - check this plugin , its should work for you.

2) JIRA Notification Scheme can accomodate this case - based on your notification scheme and profile settings , notifications will be triggered and generated.

Native Jira can handle those at a basic level. 

You can configure a mail handler to connect to a mailbox on your mail server and create/update issues based on emails.

And jira does event notification. You can configure Notification policies to send emails on certain events.

For more functionality you can look at

Jira Enterprise Email Handler. - More options on actions to take on inbound emails and more ability to customize outbound notifications. Good option to use if you have a specifically formatted mail template that you want to use to create issues with custom fields populated.

Automation for Jira - Good option if you want to get more granular on what sort of events to send notifications for.
