Search for issues: suggested assignee(s)

When I do a search using the basic mode I have the possibility to choose a person in the assignee field. Opening the drop down offers Current/Unassigned as well as suggested users and groups.

How are the suggested users calculated? I have a projetct with 10 issues, assigned to 4 different prople. 3 are showing up as suggested, one not. If I search and chosse the fourth person, the next time he is still not in the suggested users.

Is there a special algorithm behind? Thanks a lot!
