We have a local install and DB for Jira Software (no cloud).  Are we required to have Atlassian Access to configure SSO?

Atlassian Access is for Cloud. Since you have a server version you can use the inbuilt SAML SSO  (SSO 2.0) in case if you have a datacenter version or you take a look at the third-party SSO add-on available on the Atlassian Marketplace.
