Restrict User access to a Jira app

Looking to install a testing app to our Jira environment but would like to know if it's possible to restrict and control who can access the app. Any help or suggestions would be greatly appreciated.

You can only control access to an app if the app itself implements user access controls. Most do not.

I've not written a Cloud app that does this, but I imagine there's something under https://developer.atlassian.com/platform/forge/ that would help
