If something exists in the trash and you are an admin then you can restore it. If something is deleted and does not exist in the trash it cannot be recovered.

Adding to what Jack suggests, I recommend disabling the delete permission except for the site admin users. Instead consider adding an "abandoned" custom field, and people can mark issues as such. To hide these issues from backlogs, boards, and reporting, change the filter to exclude abandoned issues. Some advantages of this approach are people can quickly "restore" abandoned issues with the changing of a field, and the risks of accidental deletion are eliminated.
If your company would rather allow people to delete issues when needed, you may want to investigate creating an automated backup process for your cloud data, and thoroughly test your restore procedures. Please note there are limits to the permitted frequency of back-ups, so this approach still has the risks of lost information.

It's possible to restore deleted issues with the Issue History add-on. It helps to track all of the changes made by each user at any time, and it's equipped with Keep deleted issues option. The storing process is started after activating the function, so you can avoid any similar accidents in the future.

By default, Jira does not track deleted issues and deleted issues are lost forever. To prevent it happening again, you can try Restore Deleted Issues Jira app developed by our team.
