maybe you can check with the admins of your Jira if they make backups on server or db level. If this is the case, they can (in theory, this depends on their competence and willingness to help you) restore the backup on some temporary server.
From that server, you can manually export the deleted data and try to import into your production instance.
However, this is probably time consuming and not worth the effort.
In any case, you should make sure that your Jira is part of some backup strategy for exactly such cases of irrevocable data loss.

I am sorry to say @Dave Mathijs is correct, any deletions are immediate except if it is the entire project, in which case you can reverse the change from the Trash can.
