Problem with cloning issue with required field Attachment

I have an issue type that the field "Attachment" is required in the initial transition (Create).

3. Cloning an issue that have a file attached (More > Clone). Picked "Clone attachment" option:

Hey - I guess the problem is that the issue is first created and then the attachment is copied. A workaround would be to require the attachment not before the first transitions?
