Pre-filled bug templates?

Is it possible to have the "Description" field of the Bug type pre-filled with some text? I would like to have text similar to this always present:

WHERE (environment, device, etc)

HOW (reproduction steps)

WHEN (exact time)

For some years I tried the awkward "Issue Templates" app. This works, but awkwardly, as it's not integrated enough. Would much prefer an integrated solution.

That is not possible to include within the description field itself. The way this is handled, which you probably already realize, is to create fields for those specific data points. That said maybe there is a another app out there that could achieve the goal you’re looking for.
