Offshore members are not getting jira email notifications

One of the offshore team doesnt get emails when an issue is created. Our offshore users use different IDs to log into jira but even with those ids in the notification scheme they are not getting emails when an issue gets created, updated, deleted.

Do they have 'Browse projects' permission to the project. ?

I just granted "Anyone" for Browse projects permission. Now i will give it a try.
