Not able to remove users

I have several users in my organization who no longer work here. Their site access is already turned off, however, I can't successfully remove them. I am about to select "Remove User", and I receive a message that the removal was successful, but they remain in my list. 

I previously thought this was a "lag" issue, but I have left and come back to the list days later, and the users remain.
