Need help in merging 2 JIRA instances of Server (IP and QZ) into R2020 JIRA cloud

We need your help in merging 2 JIRA instances Server(IP and QZ) into R2020 JIRA Cloud. Below table has details for all 3 types. Plan is to have cost effective model, simplify usage and have only one JIRA for all.

Merging two instances is an ambitious goal. Probably you need to have a bigger team to plan and execute your plan entirely.
