Your question is not exactly clear as it seems but the basic configuration for email handlers is to be found here:

Assuming you have already configured one the next step would be to enter the credentials for your new account according to the documentation - basically you did it last time.
Please note that the steps needed to take would differ assuming you use Jira Service Management, the handling is described here better:

But, like I said, as the details are unclear all of the above is generic and it is just wild guesswork :)

Jira projects do not belong to email accounts.
Could you explain what you really mean? Do you mean you want to take a Jira project from one Jira instance and move it to another Jira instance for example?
