Licensing for two instances of Jira Data Center (one pathfinding, one production)

Question:  If our program plans to have a "pathfinding" instance of Jira Data Center on one VM (only 10 users) and a "production" instance on another VM (all 200 users) each having their own database, would we need two sets of licensing, one for each instance?  It is seeming that Jira licensing is locked to the node's Server ID) on which it is installed.  We intend to setup a single node of Jira rather than a cluster for each instance.  Anyway, wondering if the one instance for pathfinding can somehow leverage the production instance's licensing.  Thanks.

I think you would have to have two separate licenses. Just not sure it this would be optimal since you have to buy a license for 500 users. That is the minimum number for Jira Software Data Center.
